Malaysia’s Progressive Wage Policy (PWP) is currently being piloted from June 2024 to September 2024. Promising to increase wage growth, enhance human capital development, and drive productivity gains, this initiative will represent a significant shift in Malaysia’s labour market landscape. However, critical decisions regarding its design and scope must be addressed, particularly if the PWP transitions to nationwide implementation in the longer term.
ISIS Malaysia’s policy brief on Malaysia’s Progressive Wage Policy: guide to policy design considerations for effective implementation, authored by Calvin Cheng (ISIS Malaysia) and Kevin Zhang (ISEAS-Yusof Ishak Institute), examines the impacts and consequences of some of these key policy design decisions. Drawing comparisons to Singapore’s progressive wage model, the brief explores various policy design choices, such as which firms and workers to cover, whether to make the policy mandatory, and how to structure wage incentives.
