The Technology, Innovation, Environment and Sustainability (TIES) team is seeking candidates with excellent policy research and writing skills, and an established background in sustainability, natural resources and/or public policy.

Requirements

  • Bachelor’s degree in a sustainability related field of study, including agriculture, energy and/or natural resources from a recognised university. An advanced degree desirable
  • Work experience of between 3 and 4 years for analyst-level applicants, and 1 and 2 years for researcher-level applicants in a direct or related field. Preference for those with public policy experience
  • Experience with quantitative and qualitative research methods
  • High proficiency in Microsoft Office
  • Having established areas of specialisations or interest within sustainability and natural resources highly desirable
  • Excellent command of written and oral English, and good command of written and oral Bahasa Malaysia. Working proficiency in other languages
  • Good communication and presentation skills
  • Experience in consultancy and project management highly advantageous
  • Track record of past publications related to sustainability and/or public policy advantageous

Key Responsibilities

  • Conduct independent research and analyses on various issues of interest related to sustainability, natural resources and public policy
  • Produce research output, including academic papers, policy briefs, think pieces (i.e. op-eds) and presentations
  • Monitor global, regional and national developments on related issues on a regular and timely basis
  • Plan and organise conferences, roundtables, seminars and forums on sustainability issues
  • Engage in ISIS Malaysia’s Track Two diplomacy activities with international and regional counterparts
  • Assist in the preparation of high-level speeches, lectures and presentations
  • Perform any other task as required by management

Requirements

  • Degree in economics or an economics-related field of study from a recognised university. An advanced degree is desirable
  • Work experience of between 4 and 6 years for analyst-level applicants, and 1 and 3 years for researcher-level applicants in a direct or related field. Those with prior public policy experience have an advantage
  • Experience with quantitative and qualitative research methods
  • High proficiency in Microsoft Excel and experience with statistical analyses and software packages, especially Stata and/or R
  • Track record of publications related to economics and/or public policy
  • Established areas of specialisations/interest within economics and public policy
  • Excellent command of written and oral English, and good command of written and oral Bahasa Malaysia. Working proficiency in other languages
  • Good communication, public speaking and presentation skills

Key responsibilities

  • To be the primary adviser to the chief executive on the planning, administration and implementation of ISIS Malaysia’s programmes and activities on matters encompassing economics, development and trade
  • To play a leading role in the planning, collection, processing and dissemination of economic assessments by the institute for the government and/or clients of the institute
  • To provide leadership, guidance, mentoring and on-the-job training to researchers. This role will also require participation in the hiring and assessment of research staff as well as in the provision of feedback to support their continued development
  • To play a leading role in the planning, preparation and submission of proposals and/or bids for the institute to conduct research projects for governments, international organisations, foreign diplomatic missions, corporations, foundations and other relevant organisations
  • To assist in the formulation of speeches and communication strategies for the government and/or other clients
  • To produce commentaries – op-eds – that are to be approved for publication
  • To cooperate with other team leaders in the planning, administration, implementation and reporting of events – such as conferences, seminars and meetings (both physical and virtual) – organised by the institute and/or its partners
  • To take the lead in the planning, administration, implementation and reporting of the institute’s participation in Track Two networks, including the Pacific Economic Cooperation Council (PECC)
  • To manage and facilitate the exchange of visits with foreign delegations and partners
  • To facilitate and participate in engagements with stakeholders, partners and clients, including the government and foreign delegations
  • To cooperate with the chief executive and other team leaders in undertaking all measures in the pursuance of the institute’s objectives

Education and experience

  • At least a master’s degree from a top-tier institution within the field of economics, business administration and/or finance. A PhD would be an advantage
  • More than 10 years’ experience in analytical work and policy formulation on economic issues. Preference will be given to those with a strong track record in analyses on the Malaysian economy, labour markets and regional trade

  • Demonstrated ability to lead a team of diverse backgrounds, perspectives and capabilities, including in complex and occasionally stressful environments
  • Experience in engaging with the public sector in the formulation of policies and programmes on economic, development and trade issues
  • Exceptional oral and written capabilities, with demonstrated ability to write clearly and concisely for a policy audience
  • Superior research and analytical skills to support the production of analyses and speeches
  • Commitment towards respecting and preserving the confidentiality of work conducted by the institute
