PUBLIC SECTOR ENGAGEMENT MANAGER

KEY DUTIES AND RESPONSIBILITIES

  • To assist the Chief Executive in the planning, administration and implementation of the Institute’s engagement with the Malaysian public sector, especially – but not limited to – state governments.
  • To oversee, develop and implement strategies to promote the Institute’s policy research and development capabilities with state governments, including – among others – economic development, foreign trade and investment, sustainability, innovation, and education and skills development.
  • To cooperate with the Chief Executive, directors and research heads in identifying the requisite capabilities, resources and skills for the Institute to engage in policy research and development projects for Malaysian state governments.
  • To oversee the design and implementation of activities to improve the Institute’s access to information on state government’s decision-making.
  • To design and implement activities that strengthen relationships and cooperation between the Institute and key stakeholders in specific states, including those in state governments, civil society organisations, and other relevant and influential individuals/groups.
  • To be the primary liaison on behalf of the Institute in the planning, development and delivery of policy research and development projects for state governments. This role will require working closely with the research teams to ensure that the product delivered matches the requirements and expectations of the client.
  • To cooperate with the Chief Executive and other team leaders in undertaking all appropriate measures in the pursuance of the Institute’s objectives. 

EDUCATION AND EXPERIENCE

  • A master’s degree from a reputable institution in any field. Holders of bachelor’s degrees may be considered if they can demonstrate a superior track record in fulfilling the job scope.
  • About ten years of experience in public affairs, policy, and government relations. Those with less experience but with a proven track record of engaging with state governments may be considered. 

REQUISITE SKILLS AND COMPETENCIES 

  • This is a new position. The person occupying it will have to build this portfolio from the ground up. Sufficient experience and a strong network of contacts will be required to support this initiation of a sustained programme of engagement with state governments.
  • Demonstrated ability to work with a team of diverse backgrounds, perspectives and capabilities, including in complex and occasionally stressful environments.
  • Superior ability to communicate complex concepts to managerial and policy audiences.
  • A keen interest in working with a policy research and development team, especially those that relate to economic development, foreign trade and investment, sustainability, innovation, and education and skills development.
  • Experience in engaging the public sector in the formulation of policies and programmes on a variety of public policy issues.
  • Commitment towards respecting and preserving the confidentiality of work conducted by the Institute.
     

DIRECTOR
Economics, Trade and Regional Integration (ETRI) Division

KEY DUTIES AND RESPONSIBILITIES

  • To be the primary adviser to the Chief Executive on the planning, administration and implementation of ISIS Malaysia’s programmes and activities on matters encompassing economics, development and trade.
  • To play a leading role in the planning, collection, processing and dissemination of economic assessments by the Institute for the Government of Malaysia and/or clients of the Institute, as may be designated by the Chief Executive.
  • To provide leadership, guidance, mentoring and on-the-job training to researchers of the Institute, especially – but not limited to – those of the Economics, Trade and Regional Integration Division. This role will also require participation in the hiring and assessment of research staff as well as in the provision of appropriate feedback to support their continued development.
  • To play a leading role in the planning, preparation and submission of proposals and/or bids for the Institute to conduct research projects for governments, international organisations, foreign diplomatic missions, corporations, foundations and other relevant organisations.
  • To assist in the formulation of speeches and communication strategies for the Government of Malaysia and/or other clients of the Institute, as may be designated by the Chief Executive.
  • To produce commentaries – primarily op-eds – that are to be approved (which should not be regarded as an endorsement of the views therein) for publication.
  • To cooperate with other team leaders in the planning, administration, implementation and reporting of events – such as conferences, seminars and meetings (both physical and virtual) – organised by the Institute and/or its partners.
  • To take the lead in the planning, administration, implementation and reporting of the Institute’s participation in Track II networks, including – but not limited to – the Pacific Economic Cooperation Council (PECC).
  • To manage and facilitate the exchange of visits with foreign delegations and partners. This may require overseas travel.
  • To facilitate and participate in engagements with the Institute’s stakeholders, partners and clients, including – but not limited to – the Government of Malaysia and foreign delegations.
  • To cooperate with the Chief Executive and other team leaders in undertaking all appropriate measures in the pursuance of the Institute’s objectives.

EDUCATION AND EXPERIENCE

  • At least a master’s degree from a top-tier institution within the field of economics, business administration and/or finance. A PhD would be an advantage but is not a necessity.
  • Over ten years of experience in analytical work and policy formulation on economic issues. Preference will be given to those with a strong track record in analysis on the Malaysian national economy, labour markets and regional trade.

  • Demonstrated ability to lead a team of diverse backgrounds, perspectives and capabilities, including in complex and occasionally stressful environments.
  • Experience in engaging with the public sector in the formulation of policies and programmes on economic, development and trade issues.
  • Exceptional oral and written capabilities, with demonstrated ability to write clearly and concisely for a policy audience.
  • Superior research and analytical skills to support the production of analysis and speeches.

Draft Job Scope

The Economics, Trade and Regional Integration (ETRI) Division is seeking motivated candidates of excellent quantitative, qualitative and writing skills, with an established background in economics and/or public policy.

Requirement

Degree in Economics or an economics-related field of study from a recognised university; with an advanced degree being desirable

Work Experience

  • Over ten years of progressively responsible experience in analytical work, policy formulation, application of economic principles in development programmes  related  to ETRI.
  • Experience in managing  programmes of work
  • Experience leading or coordinating analytical publications in the area of ETRI
  • Experience in providing substantive support to governmental processes and meetings in development-related areas..
  • Experience in securing, leading or coordinating projects in ETRI.

Responsibilities

Within delegated authority, the Director of ETRI will be responsible for the following:

  • Directs and manages the ETRI  Division
  • Contributes to the formulation of the Departmental   overall strategies.
  • Formulates and implements the substantive and capacity development work programme of the Division under his/her supervision, determining priorities, and allocating resources for the   
  • Completion of outputs and their timely delivery
  • Organization and/or the Department at international, regional, inter-agencies meetings, seminars and conference;
  • Formulates, facilitates and participates in ETRI ‘s National and International   forums and conferences
  • Provides guidance to the Division’s  publication activities
  • Manages, guides, develops and trains staff under his/her supervision; foster teamwork and communication among staff in the Division and across organizational boundaries.
  • Evaluation of staff performance , interviews of candidates for ETRI job openings and evaluation of candidates.
  • Perform other related duties as requested by the senior management of the organisation

The Economics, Trade and Regional Integration (ETRI) Division is seeking motivated candidates of excellent quantitative, qualitative and writing skills, with an established background in economics and/or public policy.

Requirement

  • Degree in Economics or an economics-related field of study from a recognised university; with an advanced degree being desirable
  • Work experience of between 4 and 6 years for Analyst-level applicants, and 1 and 3 years for Researcher-level applicants in a direct or related field; with prior public policy experience being preferable
  • Past experience with quantitative and qualitative research methods is very much needed
  • High proficiency in Microsoft Excel and experience with statistical analysis and software packages, especially Stata and/or R, is highly preferable
  • Track record of past publications related to economics and/or public policy would be highly desirable
  • Having established areas of specialisations/interest within economics and public policy would be highly desirable
  • Excellent command of both written and oral English, and good command of both written and oral Bahasa Malaysia; working proficiency in other languages is desirable
  • Good communication, public speaking and presentation skills

Key Responsibilities

  • Conduct independent research and analysis on various issues of interest related to economics and public policy
  • Produce research output, including academic papers, policy briefs, think pieces and presentations
  • Monitor global, regional and national economic developments on a regular and timely basis
  • Plan and organise conferences, roundtables, seminars and forums on economic issues
  • Engage in ISIS Malaysia’s Track Two diplomacy activities with international and regional counterparts
  • Assist in the preparation of high-level speeches, lectures and presentations
  • Perform any other task as required by management
