Signing Ceremony of the Memorandum of Understanding (MoU) Between Suruhanjaya Tenaga (Energy Commission) and ISIS Malaysia on the Study of Energy Blueprint, 11 September 2007,  Sime Darby Convention Centre, Kuala Lumpur.

 

ISIS Malaysia signed a Memorandum of Understanding (MoU) with Suruhanjaya Tenaga (Energy Commission) to undertake a study to produce an Energy Blueprint for Malaysia. The Blueprint will constitute a study on, and identify barriers to, the future growth of the energy sector. It will examine development options for the electricity supply industry within the context of the national energy economy and identify strategic issues on sustainable energy, and propose steps to be taken to meet the national goals of 2020 and beyond.

The signing ceremony was witnessed by the Minister of Energy, Water and Communications, Datuk Sri Dr. Lim Keng Yaik. The Chairman of the Suruhanjaya Tenaga, Datuk Pian Sukro and the Chairman & CEO of ISIS Malaysia, Dato’ Seri Mohamed Jawhar Hassan signed the MoU for their respective organizations.

Meeting of the CSCAP Study Group on Security in Malacca and Singapore Straits, 8 – 9 September 2007, Jakarta.

 

The meeting is aimed at addressing the concerns of the littoral states and other stakeholders of the world’s busiest shipping lanes – the Malacca and Singapore Straits. Some of the key issues in the agenda include: smuggling; illegal fishing; ship-sourced marine pollution; and armed robbery. The Co-Chairs of this Study Group are CSCAP Indonesia, CSCAP Malaysia and CSCAP Singapore. ISIS Malaysia is the lead institution for CSCAP Malaysia and acts as the network’s Secretariat.

ISIS Malaysia is organizing a high-level international forum “The Makkah Declaration: Implementing the Economic Agenda of the Muslim World” to be held at Nikko Hotel, Kuala Lumpur, from 1 September till 3 September 2007. The Forum, which will bring together a select group of outstanding scholars, experts and policy makers from the academic community, the OIC, international institutions, global corporations and the international community, will focus on the implementation of the economic and social development agenda outlined in the Makkah Declaration which was a 10-year strategic action plan launched by the Organisation of the Islamic Conference (OIC) in December 2005. The Keynote Address will be given by Prime Minister Dato’ Seri Abdullah bin Haji Ahmad Badawi. Among the topics for discussion will be : State of Development in the Muslim World and The Makkah Declaration, Economic Development and Poverty Alleviation, Education and Illiteracy, Science and Technology Development, Economic Cooperation and Contribution of the International Community. Public Seminar and Bilateral Conference on 50 Years of Indonesia-Malaysia Relations, 27-28 August 2007, Hotel Shangri-La Jakarta, Indonesia.

 

This conference was organized by the Centre for Strategic and International Studies (CSIS) Indonesia and ISIS Malaysia. The event brought together some of the most prominent decision-makers and opinion-shapers from Indonesia and Malaysia to commemorate half a century of diplomatic relations. Discussion sessions were held on, among others, bilateral trade relations and Indonesia-Malaysia cooperation in regional and international forums.

Network of East Asian Think-Tanks (NEAT) 7th Country Coordinators’ Meeting, 20 – 22 August 2007, Meritus Mandarin Singapore.

 

Co-chaired by NEAT Singapore (host) and NEAT Malaysia, the CCM discussed the reports of the six Working Groups, namely:    

·    East Asia financial cooperation (sponsored by NEAT China);

·     Overall architecture of community building in East Asia (NEAT Japan);

·     East Asian cooperation framework for migration labour (NEAT Malaysia and NEAT Philippines);

·    Enhancement of East Asian cultural exchange (NEAT Korea);

·    Energy security cooperation in East Asia (NEAT Singapore);

·    East Asia investment cooperation (NEAT China).

More importantly, the key recommendations of the six Working Groups represent the core of the CCM”s Memorandum No.4 Policy Recommendations on East Asia Cooperation: Towards Sustainable Development and Prosperity, which will be  submitted for consideration by the ASEAN Plus Three Foreign Ministers Meeting when it meets later in the year in  Singapore.

The CCM also announced that NEAT Indonesia will be the in-coming Host for the  8th CCM  Meeting and the 6th NEAT Annual Conference in 2008. 

All thirteen country members of NEAT were represented at the meetings. NEAT Malaysia was represented by Dato’ Seri Mohamed Jawhar Hassan, Prof Dr Mahani Zainal Abidin and Dr Stephen Leong. The Opening Address was given by Mr Bilahari Kausikan, Second Permanent Secretary, Ministry of Foreign Affairs, Singapore.

The Asia-Pacific Roundtable (APR) series was launched in 1987 to promote trust and confidence in the Asia-Pacific region. As a Track Two forum, the APR brings together think tanks, academics, media representatives and senior government officials acting in their personal capacity to engage in candid dialogue regarding the major security challenges confronting the region. Over the past two decades, the APR has gained a reputation as the premier Track Two forum in the region, bringing together over 250 participants and observers to its recent annual conferences.
The APR has consistently viewed security as comprehensive in nature, encompassing critical threats to human well-being and livelihood in the political, economic, social, environmental an conventional security areas. The APR agenda therefore includes such disparate topics as, among others, arms races, globalisation, human rights, maritime security, transnational crime and terrorism.

The APR is a project of the ASEAN Institutes of Strategic and International Studies (ASEAN-ISIS), with ISIS Malaysia as the anchor institution for the convening the conference. Since 1993, the convening of the APR has been made possible by the support of the Canadian International Development Agency (CIDA).

 ISIS Malaysia is the leading institution for CSCAP Malaysia, the national committee for the Council for Cooperation in the Asia-Pacific (CSCAP), a Track Two process which aims to mirror the ASEAN Regional Forum (ARF). Representatives from CSCAP’s 21 Member Committees from across Asia, Europe and North America engage in policy-oriented discussions in its five Study Groups, which cover issues such as countering the proliferation of weapons of mass destruction, energy security, the future prospects for multilateral security frameworks in Northeast Asia/North Pacific, human trafficking, maritime security and regional peacekeeping and peace-building. CSCAP Malaysia also acts as the CSCAP Secretariat.

India-Malaysia Strategic Dialogue

India-Malaysia Strategic Dialogue, 9-10 April 2007, New Delhi, India

 The India-Malaysia Strategic Dialogue (the fifth bilateral meeting since its inception in 1985) was held in New Delhi, India, on 9-10 April 2007. Co-organized by the Indian Council of World Affairs (ICWA) and ISIS Malaysia, the event was attended by 20 Malaysian and 26 Indian participants.

The Malaysian side comprised representatives from research institutes, private sector, government ministries and agencies, and the media, all acting in their private capacities. Broad session topics included “Geo-Strategic and Political Aspects: Situation in Asia;” “The Big Powers,” “Global Issues;” “Global and Regional Cooperation;” and “Bilateral Relations.” The highlight of the Dialogue was the Keynote Address entitled “50 Years of Cooperation and the Way Forward” by The Honourable Dato’ Seri Syed Hamid Albar, Minister of Foreign Affairs, Malaysia.

The warm hospitality provided by ICWA to the Malaysian delegation included a memorable pre-dialogue visit to the Taj Mahal in Agra.
